You can hooray as many as you want, so long as it's not the same person over and over, I guess? You can only hooray a single person once every hour it seems.

It's not yet, which is weird. Probably 'cause people don't know what it is.
And I just tested it, and I can hooray the same person as many times as I want (no time issues). How odd is that?
