It would be a good option, but I think it'd be easier just to charge sims for car journeys. (cheaply of course) You it could charge sims $1 for every sim hour in the car, and the timeline shouldn't reset everytime you get out, or start the car.

eg, if your sims drove for 50 sim minutes, the got out the car, then the next journey s/he took would start at the 50 mark, so in the next 10 mins of driving, s/he would be charged $1.
