No it isn't.

This is a mixture of professional design software movie shots spliced together with architecture planning "concept" footage. If this was Sims 4, why does it have the same music as Sims 3? Why are the shots of the Sims bloomed out to buggery so you can't see them properly. It's a fake, & my guess is it is one you copied from elsewhere, probably one of the ones that did the rounds back at the start of the year.

Ha. Reminds me of the first TS3 trailers and images we saw a few years ago.
