mods are confusing me

I have a laptop and a computer,all my sims 2 games are all on my laptop which does not have any internet,my computer has the internet but will not let me install the sims 2,but anyway can you get the sims 2 mods or whatever on a computer which does not have any internet?
because its really starting to annoying me ???
