Yes, Welsh-Cymric is a language. It's main use is to annoy anyone that's English & justify Channel 4's cultural grant from the European Union.
Go into any shop in North Wales, start speaking in a pretend English accent, & as if by magic everyone starts speaking Welsh all of a sudden! Xhosa (South African, one of them!)
