New Sims moving to the neighborhood?

Is the game creating random new Sims, that will be moving to the neighborhood?
I've played for quite some time now and it doesn't seem like it's happening. Or does it have to do with the fact that I'm playing on Epic lifespan? Story progression is enabled though.
It seems like there are more and more old people running around.

I wish I knew that answer o_o. Now being in my 3rd generation, the elders are the more populated group and they are getting killed off left and right in my game, its harder to find adults and such. I know I keep having kids spawned left and right, but I don't know if there's any new families.

In Epic, things move very slowly.
I started playing in Epic and then went to the next level down, now sims are reproducing everywhere and old sims are dying. I think we need a level between the two, one is too slow, and the other is a bit fast.
