Twinbrook warehouses.

I like the vacant warehouses in Twinbrook (around the criminal HQ and science lab) but you can't seem to be able to do anything with them, other than pop inside them and mess around. For my criminal family I'd really like to be able to make the bigger one a residental lot, or at least be able to buy it. How could I go about doing this? I can't even select them on the edit town mode.

edit: just figured out that the smaller warehouse is part of the criminal HQ, but I still can't figure out how to get the big warehouse..
