I don't think the water-birthing (btw, water-birthing is like an alternative to drugs for women giving birth, because it's relaxing) in TS3 is a good idea, because if the births are as short in TS3 as they are in TS2 then they wont even get time to hop in the tub. Also, with the apartments, they would be like the dorm rooms in TS2 University, with the doors that you claim and can lock so nobody else comes in.

idk about waterbirths, but apartments are cool. And more people in the homes, the players should be able to toggle the number of sims allowed in a house. Apartments would be a great idea. There should be hospitals to go to if the sims is having a baby, like "call-service-911" because babies dont just magically appear out of the air with the mom completely fine afterwards (this occurs in TS2).
Apartments should be like the university ones, but you have to speak with the owner to rent one, and obviously the rooms are larger than the dorms.

It doesn't drown the baby because when they come out their still breathing through the umbilical cord.
