i don't think they would have announced it this early if the game wasn't pretty much finished
as for lack of new we don't get that much sims 2 new either most of the stuff posted on thesims2.com are from users and since the sims 3 isn't out yet there are no users
but announcing it early helps brung up discations about the game and making everybody want the game

Exactly. I would be happy with, what, just a new screenshot or two! I know it's not much, but at least it is something. Something new to judge the Sims' new looks with, the graphics etc... Well, like everyone is saying, have to hold on and something will come eventually. The fact is, how long will we be holding on for?
