Well, you are 13... it's not as though you're a baby. It should really be up to you, but I respect your mother's decision if that's what she wants. But you should try and explain to her that there's really nothing unsafe about it. You don't have to have your age or your name or anything on your account, and you don't have to have videos, so I don't really get why YouTube is 'unsafe' yet you're allowed to go on here? This place is more likely to be unsafe than YouTube is, if you know what you're doing, that is.

Haha, just kidding. Well, frankly, this place IS very safe, but what I'm trying to say, it's a forum. So from your mother's POV, it's a bit odd how she thinks it's okay for you to be on a forum but not have YouTube. But as I said, she's your mother and I respect whatever she chooses, it's none of my business. Just my 2 cents for you. Anyhoo, yay for the Kerli thread!
