Only when they are playing games though, when they are viewing the arcade index it says
"Viewing Arcade Index" like here;

Oh, that would explain why I saw that happening for guests, though I could almost swear I saw incidents such as that before we even had the arcade.

Possibly... I kind of remember that, as well. But still, now it SHOULD only happen when someone is playing a game.
