Okay!

So ... here is where you'll find it

Decorative > Miscellaneous
It'll be on the very last page of Items, it costs 1200

They don't come with AL, they come with Mansion & Garden stuff packs :/

But other than that, it is really awesome ^_^ Since in the long run the solar panels will pay themselves off. It is also like real life where if you have solar panels and make LOTS of energy, the city could pay you for creating it for others or something to that effect.
