If they dont add it into Pleasant Valley, it should be easy to make one anyway. And if you don't want one in PV, you should be able to make other neighbourhoods. You could put one there.

You don't even need a special lot. Malls are just a bunch of shops, but inside. (some are outside though)
All we'd need would be a bigger lot.
