I don't really understand what a 'prep' is, however I guess you could say Chavs are like preps. Well, in the snooty way. Most popular kids in British schools are Chavs. They are really 'rough' people. Swear a lot, have too much fake jewellery, smoke weed, harass people in the streets, steal from old people, drink their body weight in alcohol, grafiti where they shouldn't be grafiti-ing, basically they are just really rude, lower-class scum that nobody likes.
All the teenage stabs going on here right now are caused by Chavs.

Well the popular Chavs are like scrubby versions of preps, cheap and fake. But most preps would be way too high class for the strereotypical Chav and Chavette.
