So, I tested it! If you use those Solar Panels, your bills do go down. Before, I only had one. And my bills went from over 600 to just over 200.
Well, I went ahead and bought a second panel, and today I got a 33 dollar refund! So, I went ahead and bought 2 more, so now I have 4 Solar Panels in front of my sims' home.
So now my Sims don't pay bills anymore, they get refunds
I'll have to play a bit later to see how much I get back for having 4 Solar Panels instead of just the 2, and I'll let you know! This is also a great way to exploit the game, too.Get enough money to buy 3 or 4 Solar Panels ... have your sims work as they normally would, and you'll be raking in some extra cash, too.

It is not a Custom Content Item, it came with Apartment Life I believe.
It's under Misc. Items, under ... Other I believe.

They're like ... 1200, the most expensive ones I believe.
And yeah, I have 4 of them, and instead of Paying Bills, I get money instead!
