Is there a way to purchase an empty lot,just to build stuff on it for my sims?
I just want a lot where i can put all my Miners/other crazy stuff,is that possible?
I have all of the EPs.

Sure, just go into Edit town mode and you can do what you like with any lot.
Miners? Do you mean Minors? If so, easy way to do that is get Twallan's Master Controller, create a household with any old adult and whatever kids you want in it, place in the household you wish, and then using Master Controller delete the adult. The game will run perfectly well without it noticing that household has no adult in it.
