You can use the Insimenator, however you have to select your Teen Sims age as "Independent Teen", and by doing so they stay looking like a Teen, however their age bar changes to an Adult's, so it messes up the days they had left to turn into an Adult etc, so I don't use it. But yeah, if you change their age to Independent Teen, they can then get pregnant. But to be honest it's easier to just use the InTeen.

It's not a cheat, it's a hack. Read about it here and download the InTeenimater.
