For recolors of clothes, eyes, makeup, glasses, hair, facial hair and skintones you use Bodyshop. It comes with the game.

But if you want to make a completely new piece of clothing [something that didn't come with the game, for example a dress for guys ] you need a 3D meshing tool. Same goes for objects or hair.
