No need to worry. The townies I'm sure will have houses because I read in one of the articles that there will be 90 houses and they will all be occupied with families.
It would be cool to have the seamless neighborhoods and have townie neighbors to spy on and make friends with. Because the nhood is seamless, if a townie dies, I'm sure the game will autononamously move in another townie or family leaving no vacant lots.
