It's sort of like when you see aware shows on Television, whether it be MTV Music Awards or the Nickelodeon Kids Choice Awards, nominees don't get awards for being nominated, the winners are presented with awards. Like he said, giving an award just because you're nominated takes away from those who actually won.

That's like giving everyone one millian dollars, just because they got numbers for the lottery, but didn't hit the jackpot itself.  It doesn't make sense to do this.  I know I was a winner, but even if I weren't, I wouldn't feel that I need an award just for being nominated   Heck, being nominated is an award in itself when I think about it for myself.
