Hold ongoing progression in game

1. What is the cheat code for keeping the motives at maximum all the time.  maxmotives and motivedecay off used to work on Sims 2 but will not work on Sims 3

2. The ongoing progression in Sims 3 town, with previously created sims, is driving my son mad as his sims keep disappearing, being demoted, or moving in with other people?  I have gone into options and un-ticked ENABLE STORY PROGRESSION to no avail.  One of his male sims lives on their own and when my son checks on him, he has had another baby.

1.You can get awesome mod (moreawesomethanyou.com/smf - Can turn off proggression and has a maxmotives cheat)
2.You can get the new patch from the sims3.com (lets you turn off story progression-but no maxmotives)
