I just realised that if you download a house from sims 2 official site that has a family and has a little sing at the bottom ofthe house saying cc not from site then when you put it on your sims you have new objects from who knows,a family with cc and lots of build mode cc aswell. try it ! {yes}

I think he is trying to say if you download a house that someone built, and there are CC things in the house you get use those in your other sims houses you build.
