I think its both the 3G and the 3Gs that have the tracker device built in.

Also, where are you when they keep getting stolen?

If they're being stolen while at school or work ... then you should stop taking it to school, and try leaving it in your car if you take it with you to work.  Or see if you can get a locker with a lock or something if you don't own a car.  Or turn the phone off and keep it in your pocket that way no one can just up and take it.
