Voodoo Doll Bees Problem

I displayed 5 voodoo dolls on a shelf (rack of glory) in a dorm but no npc dorm mates are getting attacked by bees. When my sim views the rack, she gets chased by bees instead. What am I doing wrong? I have all the expansions up to apartment life but no stuff packs. No hacks, mods or custom content are also installed.

are they actually viewing the rack? (try putting it in a downtown art gallery since there's nothing else for the sims to do except socialize and View)

None of the npcs are viewing it. When I googled about this, the writers are always saying something along the lines of  "when any sim is close to it they'll get chased by bees".

How can I put the rack with 5 voodoo dolls in an art gallery? The Buy Mode is disabled on community lots.

I remember there was a way so the voodoo doll was buyable so
-Look for that download
-put it in an art gallery through the neighborhood not visiting from your sims home

I know its not much help but that's all I can think of sorry.

I think that's how the game is programed actually. Anytime they are close, it must cancel out their actions and get attacked.
