I'll be honest;

It's in a grey area. The license for the TSO client actually states that you are permitted to redistribute it. Not that we really have to, since it is available from EA.
Technically I think it would be illegal for a user to copy our executable into the TSO directory and run it from there, but it wouldn't be illegal for us to develop software that uses those assets.
So if EA were going to do anything they'd probably have to mass-sue all the users of the software, but quite frankly I don't think they'll care. They've released 'The Sims 3', and the graphics engine of 'The Sims' and 'The Sims Online' is horribly outdated.
It would actually be more illegal to develop and run a server emulator for the game than doing this, but we don't have that option seeing as the servers are long since shut down (unfortunately).
