That statement reminds me of simcity.
However, I think that's just an option depending on the difficulty level of the sims you're playing. Like, if you were tired of regular gameplay and wanted to play difficulty level or whatever, then that could be one of the many challenges you have to overcome, or maybe its a task you have to finish for like, the medical career. Helping out a neighbor to boost skills for a promotion.
