Kissing only in bed

I don't understand -> my sims are happy, and they are always in good mood, but even though their relationships bar is full, they will not kiss, hug, or get engaged.
They kiss in bed and make woohoo in bed and they can make babys, but not fall in love..

Help? {unsure}
